Interesting part is there have been no major terrorist events or threats, no widespread homeland disturbances, no mass riots.

This is a well known seat and there is none higher here on Earth, it is described in the next line. It also describes the way in which the seat will change. Not by the death of the Pope, but a living transfer from one hand to the next. In other words, the High Seat was given up by choice, not death.
