well, i just learned that a horse racing, or car racing stadium, cycling racing stadium, costs less for operational cost than creating or operating a lottery or lottery advertisement..just please dont allow smoking...and create: 10 of them: 0-9....Where 5, 6 and 7 are selected as winners...i think you will need to create: 40 cars or 40 horses, or 40 bicycles....Also, i dont know how much does a car racing stadium cost, but you could use: Nascar and grand prix...And use the first: 5, 6 or 7 first cars that win and before the race you assigned every car a number from 0-9...Save yourself: 100 Million dollars or 50 Million dollars for the mean time, until you pick up money...And you just televised the result 3 hours later or whatever...you can do it with motorcycles, ect, for the mean time...
