Here's a thought.... How about you follow the simple rules of parking as the law requires. Park in the appropriate spot, wait your turn, go get your "free stuff".. perhaps pastor your people that "don't speak the language or understand" ought to learn the language and learn the laws of that city before they start doing "what they want" .. Just an off-the cuff- thought..I know if I moved to Germany or Norway, I would do my absolute best to learn the language/laws and customs of that country before going there and upon arrival.... The city government makes the rules, parking authority is normally tasked with enforcing the rules.... Stop making excuses for laziness, stupidity and bad behavior. Dumbing down of America at its finest......Somethings free, so act like ants after their mound is stepped on. Just as bad as the Friday after Thanksgiving(in certain locations)...
