So how do we know that the person whose name is on the ballot is a legal voter, that their address and signature matches what is on record, they didn't vote more than once, or didn't fill out or sign multiple ballots for others? These are the main problems with mail in voting.
Being able to now see the ballots can tell you if there are more ballots than registered voters but it doesn't really fix the other issues.

This is an official document registered in the state of California that was filled out by the parents. Everyone one has a BC including you. If her mother said that she (the mother) is Caucasion then that is what she is. If you have a problem with it then take it up with her.
