If it was voted down and the Gov't non essential employees were told to stay home President Trump would know who are non essential employees.
President Trump would have the option not to call them back to work. Congress done the work of slimming down the amount of Gov't employees.

No more CRs this budget year. Come September Congress can debate for a full years budget running fro Oct 12025 through Sept 31 2026.
