This is a situation where being Democrat/Republican makes no difference. Either you build for the future or you face the same destruction again. I have a lot of experience dealing with eminent domain projects, here in Florida. The property owners need to have representation to protect their rights. The forms need to specifically state the kind of work to be perform. Any changes different than stated on the forms, will need to be approved by the owners.
