			<description><![CDATA[<p>We are hearing mostly the prosecutors side of this case and very little of the defenses side of the questioning or presentation. While the burden of proof is solely the states, we have to remember, do they or did they provide evidence that will persuade the jury to bring a guilty verdict. I am not sure because we are looking at reports from someone who been a proponent against these types of lottery drawings for quite awhile.<br /><br />Did Mr. Tipton conduct this violation of law ? 			<description><![CDATA[<p>I&#x27;ve no idea if the prosecution has met it&#x27;s burden of beyond a reasonable doubt or not, but one thing I am sure of is Random Number Generators have to go!<br /><br />Were I a member of the jury, it would be far more easier for me to say he was guilty if I could see proof that he installed the code that was used to rig the drawing. People looking at that video and saying they think it&#x27;s the defendant would not be enough for me to convict him.
