			<description><![CDATA[<p>Hi Max, Alabama is a State where people can vote for a Constitutional Amendment. But first, it has to go through the State legislature. This is not a National Amendment where it begins in the House of Representatives and I think the Senate also. Then the voters in each State would vote on it.<br /><br />Changes to the U.S. Constitution are rare.<br /><br />The wheels of government grind slowly. This is another reason why we have a robust free market.</p>]]></description>

If the legislature passes this and the money starts pouring in- wide eyes kick in. l will bet soup for nuts that it will not continue to be as he put it a simple lottery. 			<description><![CDATA[<p>LOL; same for Mega Millions. I had read about Alabama residents winning in other states on the winners page of each respective lottery.<br /><br />This lottery, if it ever gets out of legislature and passed by the voters sounds like it will line the pocket of the incompetent leaders of that state. No benefits noted for the players, be it healthcare for the elderly (PA), education funds (KY, CA et al) or back to all communities in the state (MA).</p>]]></description>

Robert Bentley has released the legislation for his proposed lottery to support the state budget.<br /><br />The three-page bill, a proposed constitutional amendment, says lottery proceeds would go to the state General Fund.
