PA will stick to what it knows. Scientific Will win the bid. Its FAR too much of software and legal hassle to move to a NEW system to keep the players losing. Scientific has it down to an art. I Don't even care how many crooks are in the shed. PA lost credibility when the SENIORS who were to receive more of the funds are getting less then Scientific contracted. Whats up with that??
