			<description><![CDATA[<p>Alabama could have a scratch off-only lottery and still make tons of money<br /><br />I&#x27;m pretty sure several lotteries started by just selling scratch-offs only. The Ohio Lottery started out with a game called Buckeye 300.<br /><br />Assuming AL ever gets a lottery, many here are wondering if they will allow anonymous claims, or claims through trusts and LLCs.<br /><br />Now is the ideal time for Alabama to address that. 			<description><![CDATA[<p>Singleton said he believed the bill defines a lottery too narrowly. I think that it does not create enough revenue, Singleton said. I think it leaves us in the dark age just being a paper lottery.<br /><br />Most states that have a lottery have only a paper-based lottery and generate plenty of revenue. If he would bother to read other state lotteries&#x27; financial reports, available publicly on their websites, he would see a trend of scratch offs making up the majority of sales. 			<description><![CDATA[<p>Without a vote to spare, a plan to let Alabama voters have their say on a state lottery for the first time in 20 years stayed alive today.<br /><br />The Alabama Senate passed the bill by a vote of 21-12. Twenty-one was the minimum number for passage because the bill is a proposed constitutional amendment, requiring approval of three-fifths of the 35 senators.<br /><br />The bill moves to the House, where it faces the same three-fifths requirement.
