It's the age old question. Is Sam's Mini Stop lucky? or is Mr. Splawn simply the luckiest man in North Carolina.? I guess there is no wrong answer to that question. Either way.....Congrats to Mr. Splawn, I look forward to reading about him again in 2 years.

A North Carolina man had his third stroke of luck this Labor Day when he won his third major scratch-off prize, having bought every one of those winning tickets at the same lottery retailer.
