lots of people are going to say it was a disgruntled player playing a prank, but i think an employee mailed baking soda or flour or whatever to create a diversion so they could access something restricted while everyone was distracted during the evacuation. it makes less sense for someone outside the agency to waste their time on this kind of dumb prank.

Headquarters reopens one day after the incident

The Connecticut Lottery sent its employees home and shuttered its headquarters after receiving a mysterious letter containing an unknown powder-like substance.

A mystery letter sealed by an unidentified sender landed in the hands of Connecticut Lottery officials, prompting them to close up shop for the rest of the day.
