Vince:Some scratch games in Mass. and NY (and the 6/42 and 6/49 games in Mass.) DO NOT allow winners to choose lump sum in lieu of the annuity. That is arguably corruption; it's wrong regardless. All lottery games, online or scratch, SHOULD allow the player/winner to choose the cash value if the advertised amount is annuitized (except for lifetime prizes).

Cash, just because the top prizes are given out by annuity does not make the game defective . The only realistic way that a lottery can offer those larger prizes on scratch tickets is to use an annuity.For those players who don't like the idea of winning an annuity, there are many other choices for them to play. All the Jubilee scratch tickets (and of a number of other scratch games) are defective because the top prizes are annuity-only. AFAIK all the $200,000 prizes mentioned above are paid in lump sum.
