			<description><![CDATA[<p>Vince:Some scratch games in Mass. and NY (and the 6/42 and 6/49 games in Mass.) DO NOT allow winners to choose lump sum in lieu of the annuity. That is arguably corruption; it&#x27;s wrong regardless.                All lottery games, online or scratch, SHOULD allow the player/winner to choose the cash value if the advertised amount is annuitized (except for  lifetime  prizes).</p>]]></description>

The only realistic way that a lottery can offer those larger prizes on scratch tickets is to use an annuity.For those players who don&#x27;t like the idea of winning an annuity, there are many other choices for them to play. This is a fair way to handle it as, with scratch tickets, you have many choices available.
