			<description><![CDATA[<p>KyMystikal,I can only guess,  but I would say that since IA uses the IL drawings, then IA doesn&#x27;t have any expenses related to holding their own drawings. No machines, no personnel to do the drawings, no hiring independent auditing  firms to make sure it is legit, etc.That means if the state of IA wants to be  generous  they can afford to pay a bit more and still make their projected profit. 			<description><![CDATA[<p>I&#x27;ve been wondering this for some time. How is it that Iowa can use the Illinois numbers for it&#x27;s pick 3 and pick 4 draws, then on top of that pay more money to a winner than Illinios does on it&#x27;s own lottery game?? I&#x27;m originally from the Quad Cities so whenever I go up there I always play in Iowa.</p>]]></description>
