GA, VA, and KY would have to agree to it. Who knows they might say no! KY and VA could be mad because sales from TN are down.

I do. Our director came from GA and she had Mega Millions and Lotto South. KY has powerball and lotto south and VA has Mega Millions along with Lotto South also. So I would say TN would have no problem going with another multi state game.

I doubt it. South Carolina would probably want to join Lotto South, North Carolina would probably want their own game. Tennessee is anyone's guess.
