Never would've happened if they used balls!!! And if you're asking how they would do that, they'd draw 3 horses and the first ball out would be the first horse to finish. The time only varies in the last 3 numbers, so they'd draw it the same way you'd draw a pick-3. Of course the best thing they can do is replace Daily Derby with a Decco revival.
