Actually Washington picked out the current location of DC in January of 1791. In June of that year, Washington began to secure the land needed for the city from the landowners of the area. He needed 6111 acres total: 3,606 for highways, 541 for public buildings, and 1,964 which would be divided into city lots and sold to raise revenue for the building of the city. I don't believe DC existed in 1793. In fact Washington never slept in the White House.
