			<description><![CDATA[<p>There should be a law that when all of the top prizes have been paid out or eliminated for any specific scratcher the information has to be posted where tickets are sold.Whether that will ever happen is doubtful.It&#x27;s not like casinos post a sign over Carribbean Stud games that says:The odds against being dealt a royal flush are 649,739:1. People willingly go up against those kind of odds and get ecstatic over a $25,000 jackpot.</p>]]></description>

			<description><![CDATA[<p>I am a frequent buyer of scratch off as sometimes I like to roll the dice. I only like to play the games in Illinois where a higher percentage of tickets are sold and the top prizes (TO MY KNOWLEDGE) are still available. Once in a while I will buy a whole book. Lately I have been trying the Miles of Millions game as that game still has the 3 top prizes left. I wrote a letter to the Ill Lottery asking them the proceduer on game books that are returned.
