I don't see the requirement that a person is a resident of California now. I tried doing a search here on LP because this was discussed in great length a long time ago, but the search function only goes back 1 year now and I'm sure it was longer than that. So, I will let it go. Maybe they changed it, or maybe I just remember it wrong.

I'm still happy that California has graduated annual payments if people win the jackpot and stick to payments. I like the idea where now if I win a jackpot, I have 60 days to change it to cash value. JimmySand9, I think people from other states can buy tickets as long as they are California residents.

Don't bother to check the states of Indiana, Ohio, Pennsylvania, Kentucky, Michigan and West Virgina because they have winners from adjacent states claiming their lottery winnings all the times. In fact each state has to keeping improving its game to keep its players from crossing the boarder for a better game.

I looked at the California regulations and I don't see it now. They may have changed it when Mega Millons started in California.

This is not the first time this subject has come up on LP. I remember quoting the California regulations and I also remember others being surprised that the same was true in their state. When I have more time I will search LP for that thread. It was an eyeopener to many

California must be the only state that limits its games to its residents. In the mid-west, states try to attract out of state players to their games, winners of PowerBall an MegaMillions are frequently from adjacent states and the same goes for local games.

They are still using the old playslips until they run out. So, it doesn't matter what you mark, it automatically is annual payments (26 years), but if you win the jackpot, you will be given the opportunity to select lump sum.

I was in CA in October. The SLP slips still had the cash/annuity boxes, and I chose lump sum (since you have to do that in NY.) But the ticket did not have either choice on it.

As a benefit to players, the Lottery has changed the Payment Options process for SuperLOTTO Plus. You are no longer required to choose between Cash Value and 26 Annual Payments when you purchase your ticket. You will now be able to make your choice after you win
