But I think your sentence should read,  Only three Powerball states allow winners to be completely anonymous under ALL circumstances whatsoever (Delaware, North Dakota, and Kansas).   The article did not address the situation in Mega Million states nor in states that have state lotteries but are not associated with multi-state lotteries.</p>]]></description>

Some other states will allow it, but only if you have an attorney claim the prize or until a Freedom of Information Act is requested.
