You can only cash that ticket in at a Texas Lottery Headquarters and yes you have to fill out the IRS form. The IRS will send you a bill for about $700+ if you do not voluntarily calculate and pay them their tax.It may take a year or two for them to catch up with you but, trust me they will and it will be at the worst possible time. Everyone Bets with the expectation of Winning, so if Henny Bet $20 each day for 30 days and each day he expected to Win $500 and if he infact did Win each day at the end of 30 Days he would have had the tidy sum of $15,000 minus $600 or $14,400.
