The QPs are computer generated, but not the actually drawings.<br /><br />I suppose the raffles are different.  They also might be planned but I seriously doubt it.  The largest concentration of winners were in the MSAs (metropolitan statitistical areas) with the densest populations. For the people who run the lotteries and understand the mathcommon sense is to let randomness do its work.<br /><br />Even if 90% of all lottery tickets were sold in the same area there&#x27;s only a  1.5% chance that all 40 winners would come from that area. There&#x27;s much less than a 1.5% chance that 90% of the tickets would be sold in a single area. 			<description><![CDATA[<p>Great story, dld1961!  About 20 years ago I worked with a woman who won around $400,000 in the slots.  I&#x27;m still waiting!<br /><br />Sector, where did you get that idea?  I wouldn&#x27;t say the Raffle Tickets were  evenly spread  at all.  There are many parts of Florida where nobody won and several winners in other areas.  Usually it&#x27;s spread out by population, which makes sense.  Look at the 12 winners of the top prize. 			<description><![CDATA[<p>It&#x27;s not a good thing if the numbers are being selected by cities, or whatever.<br /><br />It should pick out numbers the same way randomness picks it, whatever the seed the programmer uses. It&#x27;s a good seed as any other. If it happens to show that 40 people won in one city .... Oh well....that&#x27;s one way randomness works. The only people who will be in an uproar are the ones who don&#x27;t understand chaos and flukes that may or may not appear.</p>]]></description>

			<description><![CDATA[<p>Is it luck, or right place at the right time.  If that ticket is going to win whoever has it will be the winner.  I was at the casino about 10 years ago.  Had already won $1199.00 a half hour after i walked in on 3 red sevens.  Walked up to a bank of progressive quarter machines (double eagle) was the name.  Everyone of the 20 machines was being played, at the same time a gambler walked away from the machine 2nd from the end. In reality, the only reason you didn&#x27;t win is that you weren&#x27;t lucky that day, in the same way that you were not struck by lightening in the last big storm.<br /><br />Everyone is free to choose whatever opinion makes sense to them, and mine is that the lottery would never risk its complete destruction by systematically manipulating the winning numbers to determine who wins. 			<description><![CDATA[<p>I aggree with that thought.......the Michigan Lottery does a great job of  spreading the wealth ...<br /><br />Have no idea of how they pull it off, and do not think it is wrong at all....<br /><br />I am a true believer that there will always enough to go around and we will each have our turn at the Jackpot......we just have to have purchased a ticket in order to collect.<br /><br />One ticket is all you need...and if it&#x27;s your turn in the  bucket  you&#x27;ll be off to the Lottery Office to collect a nice Check</p>]]></description>

It appears as if the computer is picking the winners by location, not random numbers. this would make sense , as by picking random numbers,  you could end up with 40 winners in one city by coincidense which would cause an uproar.  The computer knows where each number is purchased.
