Martingale systems are economic suicide.

In your example, if live pick 3 (at a lotto vendor) is played for $1 it only takes 6 losses to put you in the hole even if you hit a straight.

( 6 X 85 = 510). If you're in a state that pays $500 on a $1 straight, you win and you're -10.

You mentioned double up til you cover your losses. I don't think that's the motivation for playing.
