Actually, they say doing the same thing over and over again and expecting different results is the definition of insanity, not being a fool. I think it's a quote attributed to Einstein.

They say a fool and his money are soon parted. In the lottery sense a fool would be someone who spends more than what they can afford. Like one who spends the rent money buying lottery tickets. If they win or at least break even then they're a lucky fool but a fool none the less.
