			<description><![CDATA[<p>Keep in mind there are few absolutes here because the forum is world wide.<br /><br />For most lottery players, they can purchase tickets within minutes of the draw though that may be 15 to 60 minutes depending on the lottery.<br /><br />I can imagine there may still be a lottery in some poor country that distributes pre-numbered tickets that have stubs to be transported to a drum for a hand drawing 24 hours later.<br /><br />The advice in the book likely relates to the Pick-3 and Pick-4 where numbers can be r... &#x5b;&#xa0;<a href="https://www.lotterypost.com/thread/188291/1241371">More</a>&#xa0;&#x5d;</p>]]></description>
