			<description><![CDATA[<p>Hi Sam,<br /><br />As a lottery player and huge scratch off ticket fan living in Brooklyn, I have long questioned the ethics of NYS lottery officials. I buy the $10 tickets and have NEVER won more $1000 on one ticket. When I think about all of the tickets I&#x27;ve purchased over the years - and given the systems odds, well....<br /><br />There was a tv show on Dateline NBC a few weeks ago about lottery scams in California, and NY was asked if they&#x27;d like to participate - and they declined.
