It aint necessarily so coin toss, Perhaps they will look at the Big Picture and think of the Revenues it represents for the State. I use to buy Poweball tickets via an on-line service. The tickets were bought legally and mailed to me.

I think if Powerball wanted to take that to court, once the ticlets were mailed to you it wasn't legal anymore.

I just think that for all the people, money exchanged, and jurisdictions that would be involved for running a pool on LP either the lottery itself, the MUSL, or some government entity woud step in and say No no no!.

Although I think folks have been buying out-of-state lottery games via USA Mega, Betslips and similar internet sites, it probably isn't legal.

I don't know one way or the other.

I use to buy Poweball tickets via an on-line service. The tickets were bought legally and mailed to me.

Since almost all states are now selling both games, I don't need to do that anymore. I can buy all I want right here in Texas.

An office pool being run on the internet and crossing state and national lines would not be legal.

From the Powerball website FAQ page:

Here's my own personal litmus test for determining if something is legal or not:

If there's money involved and the federal government is not getting a piece of it, it's illegal.

They may not bother with small scale or occasional office pools but if they can pin you down on something seemingly highly organized and/or cash intensive and especially being conducted on an interstate basis they'll want their pound of flesh (if they're not getting a piece of the action).

Would it be illegal if 9 other people joined with me and paid an equal amount to buy 100 combinations for a particular drawing?

This kind of activity goes on all the time all over the country. I've never heard that any of the pool players that hit a jackpot game were later

arrested.

I think it might be illegal if I charged fellow players more than the cost of a single ticket.

For a short time I was involved in a multi-level marketing business where the product was Powerball tickets. This was just before home computers got real popular. The guy who put it together was a database whizz. Face it, the sales where already made so he just turned it into a business. Now that almost all states have MegaMillions and Powerball, I think Todd might find a way to initiate working jackpot game lottery pools.

Basically, xxx number of players would collaborate by email and decide which numbers to play.

Todd, or trusted assistant, would be the banker. He would be paid a small commission.

Players would deposit xx dollars in advance, sending required amount to the banker by Money Order (No personal checks or cash).

Put all of the draw numbers on a sheet of paper, and after you get all your numbers picked for the next drawing, go down the sheet of paper and mark a big X through them, then choose numbers without an X to play for the night. LOL

I like the idea of the shirt and hat,..

I say the states start a fad of smaller lotteries with not-so-super jackpots. More frequent winners and not as much of a longshot to capture State-only revenues. The big games might not be that attractive for the states as income and they will scramble for proprietary gains. I just don't see the states wanting to share that much when they can have more pie.
