We already have a system of lottery welfare. There is no discrimination. Criminals get it too. Everyone you listed gets it. You got it in spades, a free winning ticket!

I would help animals in this country, specifically dogs. I would start a PAC to promote a moratorium in professional and home dog breeding and sales until the daily slaughter of thousands of dogs in this country is ended. I don't like the idea of more laws or government mandates but this is an atrocity that has been going on for too long.
