The best place to live for a lottery player would be where you could watch them make the grand prize scratch off tickets - clandestine of course - and be able to follow that packet to the store to buy it.

Not sure what the best is, but the worst would be Nevada, Utah, Mississippi, Alabama, Wyoming, Alaska, or Hawaii, which do not have lotteries.

* Jackpot is on the Idaho border, so a person living there could play lotto even though Nevada still doesn't have lottery.

** Luckytown was a fictional town the Missouri lottery had commercials about.
