Abbreviate wheels are intended to do specific things like a 3 if 4 of 15 number wheel is designed to match 3 numbers on one line only if 4 of the 15 numbers are drawn. A pleasant side affect is when all 4 numbers are on the same line or there happens to be two 3 number matches. By matching 5 of the numbers, the chances of hitting more secondary prizes grows and matching all 6 gives you one chance of hitting the jackpot.

Perhaps I should have re-phrased the question, I did of course mean which abbreviated wheel has won or is likely to have won most jackpots. I asked after reading a GH book recently and the any 4 from 6 in 18 number wheel looked to be the most successful in that particular book.
