My experience with scratch offs,Tennessee is the worst state to play any lottery....Next is Kentucky,all of their lottery stop-ins are empty these days...The best scratch offs to me is Georgia by far....

Well seeing that I live in Oklahoma our scratch-off games SUCK:-)!!!! they don't tell you how many tickets are on a pack....they don't tell you what the guarantee total prize amount is per pack ....... So I would say Texas has the best Scratch-offs games in the Southwest area...... heck even Kansas Arkansas scratchers are better than Oklahoma...LOL....

With their odds of winning compared to most other lotteries and the lack of huge prizes, it's not Pennsylvania. But the PA lottery is the only one I can play.

Has to be Massachusetts. Go to masslottery.com and check out the prize grid for the $20 2007 Billion Dollar Blockbuster. It has an obscene number of prizes, including one of $1,000,000 a year for LIFE!!

There's also the $20 Billion Dollar Bonanza, which also has a souped up prize structure.

My state of Florida also has the Blockbuster, but with a fraction of the prizes.

I wish I knew somebody in Mass who could send me some tickets.
