How would you get the 2 winning numbers from each row on the same line?

You have no idea which 2 numbers from each of the 4 rows are the winning numbers.

Can't have 2 winning numbers per row because that would be 8 winning numbers. Have to allow for rows to have 0, 1 or 2 winning numbers. Problem would be if two rows have 3 winning numbers or a row having 4, 5 or all 6. If I were to play the wheel below, I'd take the insurance... [ More ]
