I can see your point. However, in this case, someone that has worked for 30 years obviously has good work ethics, and probably would not be on welfare for very long. Aside from the original thought that welfare money should not be used for lotteries in the first place, it seems only fair that they (or anybody) should be willing to pay back the government welfare money that they were loaned ... which in the case of a person like this, probably wouldn't even be that much.

Again...If welfare recipients are not going to be allowed to purchase lottery tickets, they should not be allowed to purchase alcohol or cigarettes! I just do not see how they can enforce such a law! I remember years ago when I lived in Ohio a man won a nice prize and the state held the payment till they totaled up how much he had gotten in state assistance for welfare over the years. he insisted he wasn't going to pay back a dime, but he had no choice. The state took out as much as they had paid him for the past 10 or 20 years. I think it's only right.

Applying effort to stop poor people from playing lottery... If the same effort was placed upon preventing people from getting poor, I'd applaud. Most likely those people gotten into habit of buying lottery prior to becoming poor. And as I said before, general lottery playing population becomes poorer every year. It's possible to have an income, have no taxes withheld, and still get a check from the IRS. How about banning all the people using the Earned Income Credit deduction?

I'm not 100% sure but I believe some people get EBT cards because of their low income like our seniors drawing small regular SS checks. If this is true, this bill is basically trying to ban poor people from playing the lottery.

When they sign up for food stamps and welfare and all the other free stuff, they should make them sign a contract that they will never play the lottery or benefit from the lottery in anyway while they are receiving benefits from the taxpayers or for 2 years after benefits stop. And any large jackpots won after that go to paying back any benefits ever received before they get what's left.

Now Im not going to stop playing the lottery because somone asks me if Im on welfare...it's a legal game and all it takes a buck or two to win....they cant prove where I got the money and Im not going to either...Also I just thought of something...What if the person on welfare bought their tickets first...then bought groceries with their EBT card...how can they stop that...you know people always find a way to get around something..

It's the same as using their EBT card to buy groceries and then purchase cigarettes with cash. The real problem with this type of legislation is placing the penalty on the store clerks forcing them to ask all their customers if they are on welfare or in bankruptcy. Unless you can prove to a clerk you're not on welfare or in bankruptcy, they probably won't sell you a ticket.

One of the smoke shops I used to buy a ticket from a couple times a week started asking me if I had money to pay for it before they'd print it out. I quit going there just for that -- it's been 6 - 8 months since I set foot in there even though I walk by several times a week. If they asked if I filed bankruptcy or received welfare? If even one clerk ever askes me that stupid question, I will never again buy lottery tickets. There was time when at Wall Mart ( may be still) they sked people to show their ID if they were buying an aerosol paint. They asked me once, I complained about it, and, beleave me, Wall Mart fell off my popularity list sharply.

Here's that clue you need. If your income comes from me, and I give it to you because you said you need it for essential living expenses and then it turns out that you had enough to buy a lottery ticket you didn't really need the money. That means you bought the ticket with my money, so it's my ticket.

If my ticket is a wininng ticket the prize is mine. All of it.

Buying lottery or tobacco or alcohol with EBT is NOT allowed in any state.

But, for big jackpot winners on welfare, yes, going back 10 years money is deducted from winnings. Not fair, but keeps welfare cases from playing anything but MM, PB, and low prizes like 3 numbers for $40-$500

Anything above $601 is reported to IRS, and taxes are taken out; thus, playing 4 numbers for $2500 is not worth it.

With not allowing them to buy tickets if they have an EBT card, those people will simply go to another store to only buy tickets, not letting it be known they have EBT. I could see this as wrong because they could have gotten that dollar or two from asking for change from people, thus the money they are using to buy tickets has nothing to do with the welfare system.

The clerks have a tough enough job without adding welfare police to it. I've never had an EBT card so I don't know what they can and can't buy with one. But I know people who get welfare and SSI similar money cards and once a month an amount of money is added to it. These cards are like any other ATM card; pin number and all.

I didn't realize buying lottery tickets with EBT cards was currently allowed. Blocking those sales I can understand, but I'm fairly certain none of us here would appreciate it if the clerks started asking us if we were on welfare just because they're trying to weed those people out.

During my college years, I clerked at a Circle K on Elm's Hill Pike in Nashville. There was no Powerball then but you had a few of them who would wander into the store and buy items at 5cents to build cash for cigarettes. As soon as I caught on to the trend I would force them to use their cash from the previous transactions and they would get angry. Sometimes they stormed out of the store threatening to report me. Other states have suggested laws that when you go in to cash one, if the lottery discovers during the background check that you are receiving aid, your claim would be denied.

Of course, that won't stop them from buying lottery, it would just create ripe pickin's for the scammer retailers who will cash them and keep 25% or more.
