I can't get an answer from them.

Maybe the local merchants took issue because it would be hurting their revenues, but so would the other online sales that are now established.

Or .. maybe the lottery officials thought that a ton of normal daily winners just wouldn't be worth the investigative hassle in handling an increased amount of fraud cases.
