The best way I can think of to tell you about how it works is that it's a wheel of 23 numbers.

The Gang of 15 is one sub-set of the 39 numbers, and the Gang of 8 is a second sub-set of the 39 numbers. Add them together and you've got The Gang of 23.

I cant remember what The Crackpot used do with The Gang of 16, but most likely it's a wheel of 16 numbers.
