Your characterization that people are the weak point is true, but your scenario for making it work for lottery drawings still has problems that prevent RNGs from being a good drawing method.

For one, the lotteries (or any organization trying to protect the integrity of its RNG) would never provide a running stream of the output, for fear that a vulnerability could possibly be discovered. I posted this same observation one or two weeks ago that at least in Texas the big games like mega millions and power ball are always won by out of state. Why is that?. Texas is a big state and when the power ball get up to 450 millions a lot of Texans play. We generate a lot of money but someone from out of state will reap the benefits. I don't know if its the RNG or what but something is not right at least here in Texas....

Forgot to mention that Texas is ball drawn not RNG. If it was RNG, you would have a solid argument.

PB and MM aren't even drawn in Texas. TLC can't control the draws in those games and they too are ball drawn, except for powerplay, and megaplier.

On the TLC website you can go to sales reports and it will show how many straights, boxes, and pairs were won for each draw on Daily 4.

There are winners. I've never hit straight on Daily 4 either, but I have hit boxed plays.

Thanks for taking the time to respond. I was at the DR.'s office Saturday and was watching a program on TV about the best oysters in the world that are grown in either North or South Carolina. I want to go there some day. I think I won $50 on an all or nothing game when it first started. Have not played it since. I think and this is just me, the pick 3 is the one to play. A one dollar bet straight yields 500 bucks. Then we have a good bankroll to ride some of the loses. What do you thinK.

At least in TX. I think the TLC waits until all the numbers are in and then they run their super computers to determine what combinations the public is playing and then they formulate one that is not been played by anyone and thus they keep all the money that people bet. That's why even when the Powerball/Megabillions is very high its always an out of state winner. That's just my opinion. True, but the question here is there a cyber link between an RNG drawing the numbers and another computer tabulating the combinations played and if so, is the RNG programmed to not to draw combinations that would create huge payoffs. Lotteries allowing winners to be anonymous may be ok for ball drawings, but anonymity combined with RNG drawings makes fraud so easy to hide.

And it's not just jackpot games at risk, but also regular Pick 3, 4, etc games too. If anything, the Pick games may be easier to exploit, though the reward far less. Nailed it! Here in Az since switching profits are up and they have ensured that certain numbers will not be drawn for yrs. After complaints piled up 666 came out for only the second time since AZ started a lottery. When the system finds to many winners for a given number the release of the drawings are delayed and a new number is drawn period. You are correct! THEY say it's not connected yet they are able to tell you how many winners there are. It's a joke. Since RNG came about profits are way up and overall winners are down. Goal is to keep winners under 100 if not 200 per drawings.

There are two things that should be clear. One is that when speaking about any form of gambling the house refers to the entity that runs the game(s) and has the advantage due to the odds being in favor of the house.

The commission received a presentation on cyber security Thursday from Jim Edman, a top official in the state Bureau of Information and Telecommunications. Why would the South Dakota Lottery need cyber security if their RNG is not connected to a network

One more thing...it would all need to be televised live on a youtube stream. From the pushing of the button to the transfer of the usb stick to the website. Even that is not perfect though because if someone, somehow tampered with the RNG, they could put a program on the website uploading computer that just uploads a different set of bits while showing that it is uploading the usb bits. Guess I talked myself out of RNG games forever.

Thats right.

They are programmed so that certain combos dont show. The range can be set to fall where there is less play on some numbers. PA has a 35 min delay after play shuts off to manipulate the numbers with rng. Ive seen the improbable fall several times....such as 10 doubles drawn in a short time. No triples for months at a time. The house always has the advantage. And when they dont...they can re coup their money immediiately -especially with ball draws.

The problem is not with the RNG itself - that is (or should be) entirely random. Depending on the setup, there are ways to tell either it or the system taking its bits and alter them as Iowa proved. People are the broken link and always will be when it comes to any game of chance but MUCH more so with RNG because it is behind closed doors. Generally it is wrong.

However a Tipton can program numbers to show up and a Tipton could also program a block so that certain combinations DON'T show up.

In some states it can depend on whether you are a friend or a foe of a Tipton as to whether combinations show up or not.

computer only do what theyre programmed to do. yeas thay can be programmed to payout the least winners only. but do they? thats the problems with trusting them. as we have seen, they have been programmed to be exploited by insiders. and that is the problem. they cant be trusted to play fair.

OK I got an answer to my question.

Two days ago I emailed the WI lottery and today got a reply.

My question: Since the RNG computers are offline (to prevent hacking) how are the numbers transferred from the isolated RNG computer to the online mainframe which posts the winning numbers and determines how many winners there are? Are they entered manually onto another computer?

Pre-testing is so easy for lotteries to abuse with RNG machines. Most lotteries don't publish their pre-test results nor the detailed process of conducting them.

For example, the PA Evening ball drawing is telecast live (well, most of the time) a mere two minutes after sales cut-off (close ~6:57; drawn ~6:59). What do you mean all around? Do you mean like right next to, in a sense that if 14 is hot, then it hits 13 and 15 often, or that it hits all over the place just not 14?

If the latter than there is absolutely nothing unusual. Why would they keep hitting the same numbers.

Been keeping track of Wisconsin supercash numbers for a very long time. The trend seems to be a good strategy, but when the numbers come up, they seem to hit all around the hot numbers. WI lottery says their computers are isolated and off-line to prevent hacking. But somehow I think prior to the drawing, the computers know which numbers are most drawn and they pick other numbers to reduce winners. Any computer geeks out there know whats going on
