			<description><![CDATA[<p>I posted this same observation one or two weeks ago that at least in Texas the big games like mega millions and power ball are always won by out of state. Why is that?. Texas is a big state and when the power ball get up to 450 millions a lot of Texans play. We generate a lot of money but someone from out of state will reap the benefits. I don&#x27;t know if its the RNG or what but something is not right at least here in Texas....</p>]]></description>

I think the TLC waits until all the numbers are in and then they run their super computers to determine what combinations the public is playing and then they formulate one that is not been played by anyone and thus they keep all the money that people bet. After complaints piled up 666 came out for only the second time since AZ started a lottery. Even that is not perfect though because if someone, somehow tampered with the RNG, they could put a program on the website uploading computer that just uploads a different set of bits while showing that it is uploading the usb bits. PA has a 35 min delay after play shuts off to manipulate the numbers with rng. Ive seen the improbable fall several times....such as 10 doubles drawn in a short time. No triples for months at a time. The house always has the advantage. And when they dont...they can re coup their money immediiately -especially with ball draws.</p>]]></description>

			<description><![CDATA[<p>OK I got an answer to my question.<br /><br />Two days ago I emailed the WI lottery and today got a reply.<br /><br />My question: Since the RNG computers are offline (to prevent hacking) how are the numbers transferred from the isolated RNG computer to the online mainframe which posts the winning numbers and determines how many winners there are? 			<description><![CDATA[<p>Been keeping track of Wisconsin supercash numbers for a very long time. The trend seems to be a good strategy, but when the numbers come up, they seem to hit all around the hot numbers. WI lottery says their computers are isolated and off-line to prevent hacking. But somehow I think prior to the drawing, the computers know which numbers are most drawn and they pick other numbers to reduce winners. Any computer geeks out there know whats going on</p>]]></description>
