			<description><![CDATA[<p>NC is about to end multiple games that still have multiple top prizes un-sold/claimed. Including Multiplier Spectacular which still has half the top prizes unclaimed and hasn&#x27;t had a top prize win since Feb 2015. I&#x27;m guessing that affects its score.</p>]]></description>

			<description><![CDATA[<p>Colorado ranks high on our list because, in general, they dont&#x27; rip off players like other states. They appear to pull games when no top prizes remain, unlike other states that will continue to sell tickets when all top prizes have been won. Personally, I haven&#x27;t played there, but the data for CO is consistently published on line and they appear to be pretty transparent for game analysis.</p>]]></description>

			<description><![CDATA[<p>Colorado does the same thing and it&#x27;s 5th on the list. Really does stink. You win 5 times on a 5 dollar ticket, and they are 1 dollar winners. Never scratched tickets anywhere else, so I&#x27;d probably buy them from somewhere else if they have better odds.</p>]]></description>

			<description><![CDATA[<p>I figured NC would be low on the list. Probably the only state where you can by a 20 buck ticket and scratch a 20x win and think you won big only to scratch under it and see 1.00. That has happened to me twice.</p>]]></description>

			<description><![CDATA[<p>I&#x27;m sure I&#x27;ll get a lot of grief for posting this, but since ScratchSmarter tracks every scratch off game in every state (where we can) we have a huge database of information. We started to generate some reports for ourselves, just out of curiosity, a few years ago on which states were the BEST STATES to buy scratch off games from (unfortunately, IL and NE don&#x27;t rank because of their poor data publishing standards on their websites, and FL is suspect in this list because it only posts the prizes... &#x5b;&#xa0;<a href="https://www.lotterypost.com/thread/308348/4866251">More</a>&#xa0;&#x5d;</p>]]></description>
