You ask for number 31 and they tell you what games they have with that number ticket and you buy it.

They must have excellent memories and don't carry a lot of game tickets.

I'm guessing New York state. Somewhat surprising to me considering the population of the state, and, furthermore, includes NY City.

You never said what state this retailer is in. Which state is it that allows retailers to manipulate tickets this way

Which lottery? From what I recall, some lotteries restrict how instant lottery tickets are sold; sequentially in ascending or descending order with no skips.

First to digress a bit, retailers have detailed information that the public at-large doesn't have. For example, in PA, a retailer can know whether 90% of lower tier winners have been redeemed out of an instant ticket pack. In case anyone is interested, I found out that this type of display is not against the rules. The downside retaikets say is if someone wants to buy consecutive tickets of one game they probably don't have it available.

Wallyjay, that's pretty interesting, I've never seen that done myself. It would be hard to know if it was legal or not without contacting the state lottery offices in your state. (I'm not sure what state you're in.)

And by legal I don't mean that the store owner would be arrested and locked up for it, I mean a practice that goes against the rules and procedures retailers must follow in selling lottery tickets. (Or it may be perfectly acceptable, I don't know.)

He had the tickets off the roll? Smells fishy to me. I'd contact your local lottery office and ask. Seems to me the person shouldn't touch those tickets unless they are selling some and they need to be sold in order.

Take the tickets and sorting them out that is Illegal contact your lottery office. I know what he is upto no good pulling the winners out for himself , as far as the ticket numbers go had better luck at higher number they have two decks same game.

I was in a new store today in a nearby town and I saw that the owner had a never before seen lottery display. He had the tickets off of the rolls and sorted by ticket number from 1-100. So let's say you look for ticket numbers according to birthdays. Your birthday is the 31st of the month. You ask for number 31 and they tell you what games they have with that number ticket and you buy it. I know many people who quiz the owners on what ticket number is next on the roll.
