It is a home-grown generator that I have put together myself, using various techniques I researched a few years ago. The difficult level is indeed difficult, as you've indicated, but definitely solvable. (You can verify any puzzle is solvable by holding the Solve button. The Hint button can also get things going if you get stuck.)

They are also good puzzles, in that they all have true symmetry.

But this one has been bugging me for awhile.

As an expert-level sudoku player I was curious what program LP uses to generate their Difficult sudoku problems. Reason is these problems are the most substantially difficult ones I encounter on the internet. Most of the other sites that have Expert or Evil rated puzzles are usually not so bad and I can clear those within 15 minutes on average.
