Deflate and tiers??

What are tiers and what and how are they used for ??? Ive tried readin this thread over and over.. Todd asked have you read the LONG DETAILED instructions?? That says it all LONG DETAILED whenever i pick a filter it says none of the numbers are included in the filters you selected... i thankyou for responding and trying

Todd says if for example you want to know which combination in new jersey for the last six months that did not contain yje pair 13 just run it throughh the filters....?

Can anyone explain these?? Please dont tell me to go to lp deflate instructions ive tried and i have no idea what tiers are i would appreciate any advice thanks
