Do you mean a tool developed on Windows written in Java/Python with excel as input and output?

Dr. San I believe there are enough programmers here(specialized in various programming environments). The thing is finding a strategy that will help find a pattern that involves statistics and gives a good ROR(Rate of return).

dr san, with due respect, I honestly don't even understand how or where 'python language' along with many other things you've suggested have to do with any lottery game. I mean, we're only dealing with numbers and combining those numbers...that's it. If you were talking 'permutations' then, we'd be in the same room and things would be much simpler.
