Sorry, I should have specified that I am looking for the highest Cash Prize payout *NOT* annuity. Also, I'm looking at actual scratch payouts and *NOT* the second chance drawings.

That Billion dollar prize will never be won. I read the rules for that and it is pretty much rigged so that nobody will ever win that. Hadn't thought of that but that isn't a bad idea. I'm looking for good games in case I'm ever in those areas.

As far as draw games, the Ontario Canada lottery has a bunch of interesting options if you go to their website.

Getting back to instants, North Carolina and Virginia seem to have some good instant games also.

Only one I know is cash 4 life in Michigan Scratch-Off. $5,000 a week for life. That come out to $8 million all together. Still that not $15,000,000 on a Florida ticket.
