You got part of the story wrong because the PA judge was still in Florida when he found out he won.

Most if not all states allow you to claim by mail. Also, there was the judge on vacation in Florida who bought a ticket and discovered he won a yuge jackpot when he was back home. He just hired a private jet , flew back to Florida and claimed the prize.

Visiting a relative, friend, on vacation and you had to claim it.
