			<description><![CDATA[<p>I put in 100% with with Lucky Loser; having seen thousands of live ball occurrences in Vegas , my experience has taught me that free falling ball results are different than RNG programming - mainly in number distribution. 			<description><![CDATA[<p>I&#x27;ll take any ball drop or ball suction-type draw of ANY software-based RNG business. However, in honesty, I&#x27;ve seen some strange things occur even with the mechanical ball draws in terms of combos from one draw to the next official. Still, mechanical draws aren&#x27;t &#x27;programmed&#x27; so to speak and do not have a &#x27;memory&#x27; related to what&#x27;s already been drawn. 			<description><![CDATA[<p>They do want to have people win. They have to have a certain amount or percentage of winners or else nobody would play. But not so many winners that they operate at a loss. After all, their biggest selling point to get states to have lottery games, is the profit to the state coffers, so the state has money to spend on education or whatever else they deem fit. And it also will have a lot less public resistance than using a tax increase to pay for whatever the state wants.</p>]]></description>

Lets face it, it&#x27;s a business and businesses are out to make a profit how ever they can. The second and third steps applies to all lotteries whether they have ball or computer drawings.
