A stack of losing tickets can offset winnings.

Getting some winners makes it appear better if audited that you kept all the tickets not just all the losing ones.

The amounts on winning tickets would be added and winning tickets are usually cashed and players get a receipt.

I just thought it weird collecting just the paid off winning tickets.

You might be right, but usually second chance drawings are for losing tickets. The person I saw only collects discarded paid off winning tickets. Most stores now have lottery vending machines and players cash small winners, get credits from the machine, and discard paid tickets into a near-by trash container. The collected paid tickets from the trash the clerk uses behind the counter too and probably find much higher denomination paid winning tickets.

There are a few reasons why someone dives for discarded tickets.

Get losers to offset winners.

Getting some winners makes it appear better if audited that you kept all the tickets not just all the losing ones.

Some might make youtube videos where they scratch tickets and need material of tickets where just the bar code was scratched.

Some just look for winners but usually nowadays everyone will just scan them on the machine.

Maybe to collect points for second chance entrys is what comes to mind.

I see people in Pajama pants looking for discarded tickets all the time now.

Saw a weird thing when I was watching the Keno drawing today. At first I thought it was an ordinary dumpster diver looking for winning tickets or someone collecting losing tickets to offset this years gambling winnings. But the clerk said they just want winning tickets that were paid off. Made no sense using winning tickets as IRS deductions because if audited the winnings shown on the tickets would added not deducted.

Yeah, Ga. has that double insult as a Game...it seems to be for 3rd party Marketing purposes..!!

Getting players to send in losing tickets, or engaging their websites to read your phone's/computer's cookies,.. praying on hopes of still winning something after already losing once..

Never have talked to anyone who's ever won anything on such 2nd go around..!!

I only save my tickets for Tax purposes..when you win , you can write-off your lottery losses against any taxes owed...

I throw all my losing tickets in a drawer and add them up at the end of the year. I just started playing the lottery two years ago. Down but making improvements on my data. It s just a temporary loan that I will get back 100 fold.
