I think I pointed that out at the top in my post when I said, This is a chart showing how straight Date workup hits DID NOT clump together in the Ohio Numbers during the past year. So there was no expectation that the data would be reliably consistent as expected.

Sorry to be a little sharp here, but you dinged me for what I pointed out in the first line of the OP. Maybe actually read posts before making comments...

After I hurriedly posted, I noticed two errors in that chart. Sorry! I'm working on a computer program to automate this workup but I did this one by hand and I made a couple mistakes. Here is the corrected chart in full:

This is a chart showing how straight Date workup hits DID NOT clump together in the Ohio Numbers during the past year. NOTE: This is only one year of hits, however, it was very clear that the Ohio numbers lately have not been clumping together so I stopped the workup and documented it here. These charts are peculiar. Does Ohio use a computerized RNG to generate these numbers? Clearly, I need to do a bunch more homework. Anyway, here is the 2020 chart for Ohio:
