The people running individual lotteries decide the method to create their version of a random drawing. Many opinions on which method is more random and some lotteries question their own methods by holding multiple test drawings.

Random to an extent. A big bag of colored balls. You can't know what color you'll pull over one series, or a short series, but as balls are pulled, your odds increase in being able to predict the the next one.
