			<description><![CDATA[<p>When I was a child in Germany, the forms had carbon. I think that the forms were sent to a central, where they eventually were entered into computers by people. Keno also started in a strange way. I remember some colored forms in Belgium, long ago.<br /><br />Maybe start by the forms. They usually were readable, in the past. Today they would print in grey on dark white, or you&#x27;d find pink fonts in orange or red? If you take a magnifier you see dots, but don&#x27;t recognize the letter. 			<description><![CDATA[<p>The Central Lottery Computer then was a totalisator or tote machine that counted all the wagers. Similar to how race tracks count all the wagers and determine pari-mutual payoffs minutes after each race. The race track totes automatically stopped taking wagers when a race started though there were instances of past posting . Most lotteries terminals stop talking wagers usually 5 minutes before drawings and longer for the interstate games.</p>]]></description>
