The idea that the IOWA lottery let a guy write an RNG, let that same guy have access to the machines without random supervision and witnesses, and used his code without an independent audit boggles my mind.

Me too.

I would think that episode would be burned into every lottery in the country, whether it's RNG or ball drawn, so that never happens again. I wouldn't say it can't happen again, but highly unlikely.

There is no guaranteed way to beat the lottery. Lottery officials do everything a human being can possibly do to ensure the game is totally random. Honestly, if there was a special foolproof way to beat a Powerball or Mega Millions game, the buyers guide or software advocating such a strategy wouldn't be for sale.

Looks like you don't know all individual lotteries determine their definition of random for their drawings. Probably why some use live ball drawings and others use RNGs.

The weather is not going to alter the 1 in 10 chance of a particular ball being grabbed by the machine as a winning number. That one is not it could be figured out , it's just plain not possible.

As far as the mechanics of balls slamming into each other, there's no question that after a long enough period of time, the drawings will be very predictable, because the balls will get so out of shape, only the three most round balls will get picked while the others lay at the bottom of the machine... I'm pointing out that ball draw machines are physical systems with physical properties and can have imperfections which can be impacted by many things.

The different parts have different temperature expansion rates for one.

The balls may not all be exactly the same mass....

There are differences in wet and dry friction and the surfaces may not be perfect so some balls may behave differently from others.

If they weren't random, you would see all numbers drawn with regularity. Because they are random, some numbers don't get drawn for many days/weeks. That's the way random works.

As far as the weather impacting the drawings the relative humidity can impact the medium the balls are colliding in plus there are differences in wet versus dry friction just as one example. Weather outside determines whether the HVAC system is pushing cold or warm air inside the building. IF the temperature in the room had anything to do with the draws, then it stands to reason that the outside temps would affect the inside temps. But why worry about data that is not available? Even if you could somehow get all of that unavailable data and exactly model their physical setup, you would not be able to duplicate their results.

Have you seen something that proves that the temperature or barometric pressure or isobars and isotherms have no impact on the draw? What about humidity or the electric/ electrostatic variables (in the drawing room) have you seen something that proves they don't impact ball drawings?

What about the small variations in gravity where the machine is placed?

Random enough was my statement. Weather does not matter as they do not publish this data in the context of the drawing, AND PA uses PRNG in day games and Ball machines at night. Ball machines have test draws, which they also do not publish. Anything not obtainable is just that, not obtainable. If weather played a role, there would be some sort of seasonality present in the data, which is not there when looking with SARIMA. Ball weights don't matter to their day games.

The employees in the PA scandal and Eddie Tipton were rigging the lottery to benefit themselves and their friends.

Not sure if the OP believes this, but I've seen this stated before, that state lotteries rig their games to benefit the lottery itself .

I ran the test on all 17,000 draws

And two lottery employees were caught cheating ONE time. Maybe not the best logic, but Eddie Tipton created RNG outcomes several times. So it's a fact the outcomes of both live ball and RNG drawings can be manipulated and known before the drawing.

Perry was caught because bookies found out the fix was in.

The fact is the state's lottery had nothing to do with that scandal. It was done by Nick Perry, the station's lottery announcer, along with a stagehand. Also the station's art director created the weighted balls for the draws.

For some reason this saga is commonly brought up when someone accuses a state lottery of rigging.

The largest lottery history file I have is the Pennsylvania pick 3 evening game, it goes back to 1977 with over 17,000 draws. The data from any lottery game forms a discrete uniform distribution, and this can be tested with what is known as a Chi square goodness of fit test, which will measure the deviation of a data set from the expected distribution. In an independent lottery process, each digit has a constant probability per draw and no memory. The temporary absence of a digit over a finite number of draws is statistically expected and does not indicate predetermination. Randomness inherently produces short-term imbalance; only persistent, statistically significant deviations over large samples would suggest bias.

Given all the pick 3 lottery games played every day, you're always going to find something unusual like no #5 drawn for a while. That's not a statistically valid conclusion, it's just you noticing randomness in the numbers drawn.
