			<description><![CDATA[<p>The Lotto Texas game pays $5 (!) for a 3# match, versus a  free play  in New York. TX can afford a good 3# prize because it can pay 55% (!!) in prizes. NY Lotto has a ridiculously low 40% payout! (The NY Take Five does return half, however.</p>]]></description>
